LR, MR and HR licences all allow a towed trailer of up to 9t GVM. A truck and dog with a heavier trailer needs HC. Payload figures are indicative only: the real number depends on the body, the fuel load and the plated GVM of the exact truck.
Licence classes are national, but the conditions for getting one differ between states. Check with your state licensing authority before you commit to a truck on the assumption that a driver can upgrade.
Why payload, not GVM, is the number that matters
Payload is the GVM minus the truck's empty weight (its tare) with the body, fuel and driver on board. Two trucks with the same GVM can carry quite different loads because their tare weights differ.
The trade-off buyers most often miss is derating. Several light trucks can be plated at 4,495kg so that anyone with a car licence can drive them. Take Fuso's figures for the Canter 815 tipper: 7.5t GVM with up to 4.4t payload implies a tare of about 3.1t. Plate the same truck at 4,495kg and the payload drops to about 1.4t. You gain flexibility over who can drive it, and in return you carry about a third as much per trip.
That trade can still be worth it. A landscaper who hires casual staff, or a builder whose site crew only hold car licences, may get more out of a truck anyone can drive than a bigger one that sits idle when the one licensed driver is away. Do the maths per trip, not per truck.
Can my driver move up a licence class quickly?
A licence upgrade takes time, so plan the truck around the licences your crew holds today. In NSW:

If your only HR-licensed driver leaves, a 6x4 tipper can't run until you replace them or someone else upgrades. For small businesses, a 2-axle MR tipper is often a safer first truck than a 6x4 for this reason alone.
Does the 2026 mass change affect what my tipper can carry?
It does for tandem-drive tippers. Since 1 August 2026, general mass limits across the HVNL states have risen to the old concessional levels, and the tandem axle group limit has increased from 16.5 to 17 tonnes. For a 6x4 tipper, that means about half a tonne more legal load at general access. A single-drive 2-axle tipper gains little or nothing.

A truck over 12t GVM is a fatigue-regulated heavy vehicle. Drivers must stay within set work and rest hours. For work within 100km of base under standard hours, they keep local area records. Beyond 100km, they carry a National Driver Work Diary.
This affects your choice of truck. An 11t tipper and a 14t tipper can look alike in the yard, but only the 14t truck brings fatigue records with it. If your jobs are local and your loads are modest, keeping under 12t GVM removes a layer of admin.
